Contract Administrator
Job Summary
The Contract Administrator provides administrative, contracting, and compliance support across corporate operations, with a strong emphasis on government contracting and proposal submissions. This role requires demonstrated experience supporting and refining government proposals and ensuring compliance with federal acquisition regulations and related government requirements. The Contract Administrator administers compliance, financial, and project management systems (including Unanet, and Open Project); supports contract negotiations such as NDAs, teaming, subcontracting, and vendor agreements; and serves as a primary point of coordination with auditors, regulatory agencies, and external legal counsel. The position also supports SBIR/DSIP program administration, oversees contractor compliance initiatives and contract deliverables, maintains key administrative and NDA databases, and coordinates data collection for required tax, regulatory, and reporting filings to ensure organizational compliance and operational effectiveness.
Responsibilities & Duties of Position
- Develop, implement, and enforce contracting policies and procedures.
- Administer, DSIP, DLA JCP and other compliance tools.
- Interface with auditors and regulatory agencies.
- Review and respond to solicitations.
- Review and refine proposal submissions, including pricing and certifications.
- Conduct contracting research and ensure regulatory compliance.
- Lead contracting compliance initiatives and risk mitigation efforts.
- Negotiate NDAs, Teaming Agreements, Consulting Agreements, and Subcontracting Agreements.
- Lead new project set-up.
- Ensure compliance with DoD Policy, FAR and DFARS.
- Negotiate various other contracts, including licenses and vendor agreements.
- Manage relationships with external teaming partners, consultants and subcontractors.
- Oversee maintenance of prime contractor partner vendor portals.
- Ensure compliance with government acquisition requirements.
- Perform compliance screenings for vendors, subcontractors, independent contractors, and new hires.
- Identify new business opportunities and assess contracting bid strategies.
- Assist with Reps and Certs management.
- Oversee SBIR process and DSIP site management.
- Address internal and external contracting inquiries.
- Implement contractor compliance initiatives.
- Manage administrative and NDA databases.
- Develop Contracting staff training.
- Oversee contract deliverables, including DD882, GFP Reports, and SBIR Certifications.
- Coordinate with Project Accountant on project setup and maintenance
- Oversee deliverables management in Open Project – scheduling; tracking; submission; etc.
- Ensure completion of and assist with data collection and collaboration for: SAM.gov, US Census data, 1099/1096 IRS Forms.
- Assist with data collection and collaboration for required tax and regulatory filings.

Qualifications & Requirements
- Bachelor’s degree in business, contracts, legal studies, public administration, or a related field; equivalent combination of education and relevant experience may be considered.
- Demonstrated experience supporting government contracts, including familiarity with DoD Policy guidelines and Federal Acquisition Regulations (FAR/DFARS) compliance
- Experience supporting or reviewing government proposal submissions, including coordination of compliance, representations and certifications, and required documentation.
- Experience administering or supporting contract negotiations, including NDAs, teaming agreements, subcontracting agreements, and vendor or consulting agreements.
- Working knowledge of contractor compliance requirements, audits, and regulatory reporting obligations.
- Experience administering or working within compliance, financial, or project management systems (e.g., Unanet, Open Project, SuiteCRM or similar platforms).
- Strong organizational, analytical, and written communication skills, with attention to detail and the ability to manage multiple priorities.
- Ability to work effectively with internal stakeholders, external counsel, auditors, and regulatory agencies.
- Excellent negotiation, communication, and leadership skills.
- Ability to obtain a security clearance if required.
- Eligibility to work in the United States.
- Must be eligible for auto insurance coverage and able to operate company-owned vehicles.
Preferred Knowledge & Experience
- Experience supporting SBIR and/or research contracts, software development and SaaS offerings.
- Familiarity with intellectual property administration in a government contracting environment.
- Prior experience in a small-to-mid-sized government contractor or research organization.
- Experience with NISPOM and security matters.
- Experience with Federal, State and higher education contracting.

Experienced Software Developer
Our Experienced Software Developers accept assignments and operate independently, thus require the ability to learn quickly and a willingness to troubleshoot and problem solve self-sufficiently.
- Knowledge of HTML5 and CSS3
- Experience coding and debugging JavaScript

Technical Editor
Technical Editors are responsible for interfacing with technical staff to proof-read and edit reports, technical documents, proposals and manuals. They compose and edit written materials to explain complex information in a clear and concise manner while collaborating with technical staff for accuracy.
Responsibilities
- Proof-read and edit content already developed by technical staff.
- Edit project reports, marketing materials, web pages, proposals, technical documents and manuals.
- Analyze documents to maintain continuity of style, content, font size, etc.
- Develop clean, professional final documents for customer delivery.
- Manage updates and revisions to technical literature.
- Assist with web content management.
- Some other minor office duties as assigned, if not actively editing documents.
Qualifications and skills
- English, journalism and other writing degrees preferred.
- Excellent written and verbal communication skills.
- Proficiency in MS Office and Adobe products.
- Strong attention to detail.
- Skilled at prioritization and multi-tasking.
- Experience working in a technical editing position preferred. Engineering and computer sciences experience preferred. R&D technical writing preferred.

KBSI researchers have demonstrated capabilities to initiate and perform research in one or more of the following areas: Artificial Intelligence, Expert Systems, Optimization, Supply Chain Modeling, Ontology Modeling and Analysis, Knowledge Representation, Automated Reasoning, Truth Maintenance Systems, Machine Learning Methods, Natural Language Processing, Computational Linguistics, Multi-Agent Systems, and Social Network Modeling and Analysis.
Ph.D. in at least one of the following areas (preferred but not required): Computer Science, Industrial Engineering, and Operations Research.
