Overview

The U.S. Army Cargo PM (ASAALT/PEOAVN Cargo) has initiated a thrust to radically improve the logistics and support for the CH-47 platform in a manner that complements the RECAP of the platform itself. With the military’s simultaneous focus on Life Cycle Management, Recapitalization, and Transformation, program managers are required to exert control across a wide variety of organizations over which they have had, historically, no direct control. Life Cycle Management of the rotary wing Cargo Delivery Enterprise (CDE) has the challenge, in an environment of decreasing budgets and increasing customer requirements and expectations, of reducing Total Ownership Costs while increasing opperational availability.

Objectives

This initiative builds off of previous accomplishments in Life Cycle Management and the USD/OSD experience base in Performance Based Logistics. The objective is an organic strategy based on shared metrics referred to as “Soldier Focused Logistics” (SFL)--a title that characterizes the program's primary end customer focus on the soldier.

Approach

The SFL theory of operation includes a value delivery system with an integrated set of processes established by shared metrics. These integrated processes are designed to drive collaboration between all of the functional groups involved, to maximize the value delivered to the soldier, and to minimize the cost of providing that value. By utilizing the IDEF methods and KBSI's data mining tools, KBSI was tasked to initiate the system, processes, and intelligence engineering for (1) gathering key metrics for the existing and new SFL, and (2) inserting the intelligent systems needed to drive continuous system improvement, increase overall CDE performance, and institute better management practices.

Expected Benefits

This PEO/AVN initiative is designed to support the DoD short- and long-term strategic goals of reducing Army Total Life Cycle Sustainment costs and Operational Availability while improving efficiency and quality. By creating business metrics that encompass shared management and customer views, a transformed Army Aviation Logistics System will emerge that is more responsive to the soldiers needs and that institutes Life Cycle Management practices into the fleet. The resulting process-centered framework of information requirements will result in reduced implementation costs to the US Army.
