Overview

"Effective decision making combines judgment with information as an element of combat power: it requires knowing if to decide, when to decide, and what to decide."

--Field Manual 100-5 Operations (Department of the Army [DA], 1993) and the FM 3-0 Operations (DA, 2001)

In keeping with the demands outlined in the above quote, KBSI has been tasked to develop new methods and tools for helping to more accurately assess individual decision-making effectiveness and help train military decision makers as a means for improving their decision-making skills. The envisioned tool to support these capabilities is referred to as SuperCision, reflecting its support for Battlespace Superiority Through Better Decision Making.

KBSI will work closely with a team of subject matter experts from the military, industry, and academia in conducting a series of Delphi-based knowledge engineering sessions and constructing a Bayesian net to determine key decision maker evaluation factors and factors that contribute to good or bad decision making.

In the first phase of the project, KBSI will produce a new methodology for conducting decision problems-based training and evaluation and a prototype software tool for demonstrating the methodology. The methodology and tool will provide unprecedented ability for conducting scenario-based training and for significantly reducing the time and effort needed to creat tailored training scenarios. The results will help to alleviate instructor overload and to realize significant cost savings through the ability to rapidly reconfigure training scenarios for the training and retraining of Air Force personnel.
